A key part of the Panel’s Phase II work will be the identification of ways to capture information on public charities that is accurate, consistent, and understandable, and to do so without imposing unreasonable burdens on those organizations. As part of that effort, the Form 990 Reform Advisory Committee will recommend specific changes to Form 990, the main IRS reporting form for nonprofits. The committee will recommend ways to resolve inconsistencies between standards for filing the Form 990 and for preparation of financial statements; it will also make suggestions for improving the content, design, and format of the form. All of the committee’s recommendations will be reviewed by the Transparency and Financial Accountability Work Group.
